Вкратце: в крошечную хацапетовку с населением в 1000 чел. среди ничего, имеющую при этом долгую и славную историю борьбы с государством и его мерзостями, по зову идеалов свободного рынка съехались истинно верующие в невидимую руку рынка, рационального экономического агента и прочие святые идеалы, нашедшие друг друга на соответствующих бордах в далекие нулевые. 

 Публика была удивительно разномастная: от бомжей, которым нечего терять, до скучающих богатеев, которым бабки жгли карманы,

Дерегулирование пошло не очень: ямы на дорогах, домашнее насилие,мусор на улицах и самое интересное - медведи. Косолапые из окрестных лесов оказались бесстрашными, назойливыми пожирателями  отходов, кур, собак, котов и проч. Кто-то медведей прикармливал, потому что "а хули нет?" а кто-то незаконно отстреливал, кому-то медведи отъели лицо. Местный департамент охотохозяйства, отрегулированный рыночком и лишившийся доходов от лицензий на отстрел, говорил "Сами виноваты, нехер жарить колеты на заднем дворе."

The bear problem, in other words, is much bigger than individual libertarian cranks refusing to secure their garbage. Вывод в рецензии следующий: даже самый отбитый либертарианец может столкнуться с проблемой требующей коллективных решений и действий, когда заклинания об эффективности рыночки и максимизации личной свободы не работают.

Whether it be assaults by bears, imperceptible toxoplasmosis parasites, or a way of life where the freedom of markets ultimately trumps individual freedom, even the most cocksure of Grafton’s inhabitants must inevitably face something beyond and bigger than them. In that, they are hardly alone. Clearly, when it comes to certain kinds of problems, the response must be collective, supported by public effort, and dominated by something other than too-tidy-by-half invocations of market rationality and the maximization of individual personal freedom. If not, well, then we had all best get some practice in learning when and how to play dead, and hope for the best.
